IRS Leader Says Filing Season Was Strong Even With Fewer Staff

Frank Bisignano, CEO of the IRS, described the 2026 filing season as “the most successful filing season in IRS history.” He pointed out that more people filed electronically, refunds were faster, and new tax rules were used more often, even though the agency had fewer staff.  

Accounting Today reported that at a Senate Finance Committee hearing on April 15, Bisignano said the IRS received over 134 million returns, and more than 98% were filed electronically. Over 90% of those who filed electronically got their refunds in less than 21 days. 

He explained that these results came from recent tax law changes and improved technology, saying, “this is real relief going out to working Americans and their families.” According to IRS data, the average refund increased by 11% to over $3,400, and total refunds were more than $280 billion. Many people claimed new deductions for tips, overtime, and other changes, with tens of millions of returns showing these updates. 

However, lawmakers were worried about the impact of having fewer staff. The IRS lost about 25% of its workers, and Bisignano said this was due to voluntary departures. Critics said the staff cuts caused service problems, especially for people who use paper forms or need direct help. They said some disruptions were expected because of the large staff cuts.
