Seeking a Formula for Good Governance
School districts are governed by local boards, which have significant responsibility for the allocation of resources—primarily taxpayer dollars—in order to enhance students' academic achievement. Across New York State, school budget spending totaled approximately $32 billion for the 2012 fiscal year. (See http://www.p12.nysed.gov/mgt-serv/propertytax; this excludes Buffalo, New York City, Rochester, Syracuse, and Yonkers, which are not subject to community approval because these budgets are appropriated through the respective city treasuries.)
