On October 22, 2013, New York Governor Andrew Cuomo formally launched the Start-Up NY program (SUNY Tax-Free Areas to Revitalize and Transform Upstate New York). The program creates tax-free zones on and around public and private university campuses in New York State to host companies aligned with these institutions' educational missions. It intends to use institutions of higher education in New York as a focal point to attract businesses to initiate, locate, and expand in the state, particularly upstate areas that have struggled economically.
