According to the IRS National Taxpayer Advocate's 2008 Annual Report to Congress, the complexity of the Internal Revenue Code (IRC) imposes a significant compliance burden on the IRS and taxpayers. Recently released IRS data for 2006 reveal $385 billion in unpaid federal taxes, $95 billion higher than the $290 billion previously estimated for 2001 (IR-2012-4, Jan. 6, 2012). This shortfall—called the “tax gap”—is attributable to 14.5% of taxpayers failing to comply with the tax laws (IR-2012-4).
