Recently, a friend of the authors asked the IRS why his tax refund was significantly delayed. The IRS replied that someone was fraudulently using the Social Security number of one of his five family members. When our friend inquired further, the IRS representative cited IRC section 6103 privacy limitations and would not tell him who was fraudulently using the Social Security number or even which family member's number was affected. Our friend was at a loss regarding how to get his refund, have the earnings record of the affected family member corrected, and prevent further taxrelated identity theft.
