Taxpayers who live or maintain assets abroad often presume that, for purposes of collection, they are beyond the reach of the IRS. To some extent, they may be right. The Treasury Inspector General audited the IRS's international collection efforts and reported its findings in September 2014. The report described policies, procedures, and leadership in complete disarray; revealed the tremendous frustration of international group managers; and concluded that the IRS lacks effective managerial oversight with respect to international collections.
