A good man has always something to learn in regard to fraud," according to the Roman poet Martial in his Epigrams. These words still ring true today, especially considering the 6% rise in fraud offenses from 2011 to 2012, and an additional 3% rise from 2012 to 2013, as reported by the FBI's National Incident-Based Reporting System. In this context, fraud includes confidence games, as well as credit card, impersonation, welfare, and wire schemes. Furthermore, approximately 7% of people age 16 or older have been victims of identity theft (Erika Harrell and Lynn Langton, “Victims of Identity Theft, 2012,” U.S. Department of Justice, Bureau of Justice Statistics, 2012).
