Abstract: Jerry Archibald has been serving health and human service providers for 45 years. His work has been focused on tax-exempt service providers. During the recent COVID-19 crisis, Governor Cuomo frequently quoted the following statement: “Sometimes it takes a real crisis to shake the body politic into real change.” He typically followed that statement with a comment about the pandemic that it disclosed the extraordinary lack of integration in our Statewide Health and Human Service Delivery System. Jerry will address the following topics and educational objectives: 1) A brief history on why we have made such little progress in integrated delivery in the past 45 years. 2) An assessment of the objectives and outcomes of the $8 billion Delivery System Reform Incentive Program (DSRIP 1.0). 3) Why technology will ultimately result in massive change in the coordination, referral, diagnosis, and delivery of health and human services. 4) Particular emphasis will be placed on the need for integration of primary care and behavioral health services as our delivery system transitions from facility-based to community- and home- based services. 5) The Amazonification of health and human service delivery will be far more rapid than the glacially slow pace of the past five decades. The healthcare futurist Ian Morrison predicts that the Babylon artificial intelligence application for service delivery will be more significant in its impact than digital photography, the internet, and any one of the Apple products produced to date. Archibald, CPA, FHFMA, CMCP Partner, The Bonadio Group Jerry is a partner and Co-Founder of the Healthcare/Tax-Exempt Division of The Bonadio Group. He began his career with Arthur Andersen & Co., where he spent 12 years before joining The Bonadio Group in 1986. Jerry has over 35 years of experience in providing business advisory, assurance, compliance, and consulting services to healthcare, tax-exempt, and government clients. He has provided services to more than 300 tax- exempt, municipal, and healthcare organizations in his career. He is considered to be an expert in serving these sectors and is a frequent speaker. Jerry is certified as a Fellow in the Healthcare Financial Management Association and as a Certified Managed Care Professional. His expertise in the health and human service industries has provided him with a unique perspective of all aspects of health and human service delivery systems. He has been involved extensively in health and human service client engagements, which involve the evaluation, assessment, and implementation of operating and performance improvements. A unique aspect of Jerry's experience allows him to provide ongoing consulting and support services to organizations both during and after implementation of strategies and recommendations. His work does not end with the design and implementation phase. Jerry was appointed to OPWDD Commissioner Delaney’s Managed Care Transformation Panel with 14 other individuals who are actively involved in the field of servicing individuals with intellectual and developmental disabilities. He has written a regular column on nonprofit management strategies for the Rochester Business Journal since 1996 and the Central New York Business Journal since 2008. Jerry received his BS degree in accounting from St. John Fisher College in 1974. He is a member of the American Institute of Certified Public Accountants, the New York State Society of Certified Public Accountants, the Health Care Compliance Association, and the Healthcare Financial Management Association, of which he has served as past president. He is an Honorary Board member of the School of Holy Childhood. He has served his community as Board Chair of School of the Holy Childhood, Mary Cariola Children’s Center, HFMA, the Advancement Committee of Bishop Kearney High School, and Allocations Committee and Agency Staff Training Committee of the United Way.
