NEW YORK—State officials have decided it’s time to see results from businesses that get tax breaks through the popular Empire Zone program, warning thousands of companies that evidence of “meaningful progress” must be shown in order to continue getting the benefits

The Empire Zone incentive program, which began in 2001, allows new or expanding businesses to eliminate their corporate income taxes and gets the state to refund their local property taxes if businesses can prove they are creating new jobs or making investments in the area.
