NEW YORK—The New York State Education Department (SED) on April 19 published finalized language for proposed changes to the rules of the Board of Regents regarding the “definition of unprofessional conduct in the practice of public accounting” as it pertains to reportable events for professional misconduct. |

NEW YORK—On
April 18, New York State Comptroller Alan Hevesi, in his capacity
as the sole trustee of the New York State Common Retirement Fund,
filed a lawsuit against Qwest Communications International claiming
fraud and negligence related to the company’s 2002 announcement
