NEW YORK—In a speech to the Economic Club on New York on Nov. 20, U.S. Treasury Secretary Henry M. Paulson said that there has been a sharp decline in IPOs in U.S. capital markets and called for a fresh look at how the United States regulates those markets. |

head of the nation’s Government Accountability Office has
a message for Americans of all ages, and he’s taking it to
the streets. David Walker, chief of the GAO, has made it his mission

| $8 Million in Undelivered IRS Tax Refunds Waits for NYS Residents |

NEW YORK—As
it does each year in mid-November at the end of the previous annum’s
filing season, the Internal Revenue Service recently announced the
total of undeliverable tax refund checks waiting to be claimed.
This year’s came out to a total of $92.2 million nationwide—and
New York state taxpayers play no small part.
