(Conte) Relates to school district oversight and financial
responsibility; authorizes school districts and boards of
trustees to establish the office of auditor; establishes
the office of financial oversight and accountability; protects
employees who report to the office of financial oversight
and accountability; expands the definition of local officer
or employee to include a superintendent, district superintendent
or school business official for the purposes of disclosure.

(Balboni): Authorizes the comptroller to examine
the accounts of officers of school districts at least once
within each three year period; requires municipal officers
or employees whose spouse has an interest in a agreement
with the municipality such officer or employee is an officer
or employee of, to disclose such interest; authorizes the
court to impose a civil penalty against a person found guilty
of theft from a school district in an amount equal to the
amount the court finds the district is owed in restitution.
